The division of the military strives to take care of, via its place of work of Naval learn (ONR), a energetic technological know-how and expertise (S&T) software in these parts thought of severely very important to U.S. naval superiority within the maritime surroundings, together with littoral waters and shore areas. In pursuing its S&T investments in such parts, ONR needs to make sure that (1) a strong U.S. learn power to paintings on long term S&T difficulties in parts of curiosity to the dep. of the army and the dept of safeguard is continued, (2) an sufficient provide of recent scientists and engineers in those parts is maintained, and (3) S&T items and techniques essential to verify destiny superiority in naval struggle are supplied. one of many severe components for the dept of the army is undersea weapons.

An review of Undersea guns technology and Technology assesses the healthiness of the prevailing military application in undersea guns, evaluates the Navy's examine attempt to advance the functions wanted for destiny undersea guns, identifies non-Navy-sponsored examine and improvement efforts that would facilitate the advance of such complex guns functions, and makes techniques to concentration the Navy's learn software in order that it could meet destiny needs.

Data shown the committee support the view that mufflers will offer some limited levels of quieting for an open-cycle engine; however, the costeffectiveness of their incorporation into the current torpedo inventory should be assessed. The heavyweight torpedo has significant hydroacoustic noise related to the high speeds at which it must travel to generate enough body lift to overcome its negative buoyancy. ONR’s program does not appear to include a significant effort to reduce that noise. One approach to speed reduction and consequent mitigation of radiated hydroacoustic noise would be to provide the MK 48 with pop-out lift surfaces (wings) so that all lift does not come from body lift, which can be developed only at high speeds.

Acoustic test facilities appear to be adequate for undersea weapons S&T. There appear to be sufficient numbers of research vessels and commercial craft that can be leased, as necessary, to support an S&T program. Distributed, secure simulation facilities are needed in greater numbers and capability, and the current plans for these should be encouraged to achieve greater efficiency and economy. Otherwise, however, facilities and equipment are not in short supply. Scope of Naval Responsibility for Undersea Weapons S&T The Navy is the only organization in the United States that has a continuing responsibility for undersea weapons S&T.

The following discussion of developments not being addressed by the ONR undersea weapons S&T program, for example, necessarily reflects the knowledge and interests of the members of the committee. The need for S&T is a constant, and ONR must maintain a reservoir of S&T from which it can draw for weapons development. As discussed below, the committee believes that S&T needs to go beyond the torpedo in its present or upgraded form. 4 Acoustic 3The Navy master plan road map (see Appendix A) indicates an insertion of this technology as an MK-54 product improve- ment in 2001.
